Current Consensus

Elf: +2 Dex, -2 Con. The Dex is nice for ranged builds and light armor classes, but the Con penalty hurts everyone. Immunity to sleep, +2 vs enchantments, and free weapon proficiencies are solid. The real draw is the Dex for archer or finesse builds that can afford to be a little squishy.
